TWO RIVERS - Master Planning

ZEPHYRHILLS, FLORIDA

Set across 5,345 acres at the confluence of the Hillsborough and Pasco County lines, Two Rivers is envisioned as a next-generation master-planned community rooted in the character of its land. Once a collection of agricultural tracts and family-owned properties, the site presented both opportunity and legacy—expansive open land, natural watercourses, and the quiet presence of two rivers that inspired the community’s name.

ELM was engaged to lead the master planning and design of the community, establishing a framework that would guide long-term growth while preserving the property’s natural beauty and sense of place. Working closely with the development team, county agencies, and regional stakeholders, the ELM planning team initiated a comprehensive planning process that included land-use strategy, environmental analysis, infrastructure planning, community character development, and amenity programming.

The resulting master plan emphasizes responsible growth, connectivity, and community identity. Residential villages are thoughtfully organized around greenways, neighborhood parks, and trail systems, while key vistas toward the surrounding landscape were intentionally preserved. At the heart of the framework, ELM planned a series of community gathering spaces—anchored by the amenity center known as The Landing, the future village core, and a network of open-spaces that reinforce well-being and connection to nature.

The master plan was further shaped by a multi-disciplinary design approach, integrating architecture, landscape architecture, planning, and community design. ELM established a roadmap for implementation that bridges entitlement strategy with design execution—ensuring that Two Rivers is not only feasible, but lasting.

In 2025, the vision was recognized at the industry’s highest level: Two Rivers was awarded “Master-Planned Community of the Year” in the Tampa Bay Builders Association’s Awards of Excellence, honoring innovation, community design, environmental stewardship, and quality of place.

Today, Two Rivers stands as a model for how thoughtful planning can shape more than development—it can shape community, identity, and legacy. And as the phases continue to unfold, the ELM team remains actively engaged in guiding the evolution of the master plan into a living destination for future generations.
